No.Condition Text
1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form and approved plan (drawing reference 811/1) received by the Local Planning Authority on 01 March 2016. The reason for the condition is :- For the avoidance of doubt.
3.The windows situated on the first floor south elevation within the rooms marked bedroom 1 and open landing on the approved layout (drawing reference 811/1) shall be obscure glazed and non-opening. The reason for the condition is :- To protect the amenities of the neighbouring property.
4.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting that Order) other than the windows shown on the approved plan no windows shall be inserted into the first floor or the roof without the prior consent of the Local Planning Authority. The reason for the condition is:- To enable the Local Planning Authority to retain control over any extensions to the dwellings in the interests of residential amenity.
5.Prior to the first occupation of the development hereby permitted the proposed access, on-site car parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety.
6.Notwithstanding the provisions of Class A of Schedule 2, Part 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015, (or any Order revoking, amending or re-enacting that Order) no building materials, machinery or means of enclosure used in the construction of the development hereby approved shall be erected within or placed across the approved access unless details have first been submitted to and approved by the Local Planning Authority. The reason for the condition is :- To ensure the access remains available for other users and neighbouring properties.
7.Construction work shall not take place outside the following hours:- 08:00 to 18:00 Monday to Friday 08:30 to 13:30 Saturday and no work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property) The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
8.Prior to the commencement of the development, a flood response plan shall be submitted to and agreed in writing with the Local Planning Authority. This flood response plan, including information regarding the availability of the Environment Agency's "Floodline Warnings Direct" flood warning scheme, shall be made available to future occupiers of the site. The reason for the condition is :- In accordance with the recommendations of the flood risk assessment, to minimise the risk to the occupants in the event of flooding.
9.Prior to the occupation of the development hereby approved the flood mitigation measures, including the installation of flood gates recommended within the Flood Risk Assessment received by the Local Planning Authority on the 07 March 2016 shall be carried out and remain in perpetuity. The reason for the condition is :- In accordance with the recommended mitigation measures in the Flood Risk Assessment.
10.Prior to the occupation of the development hereby approved a scheme showing the boundary treatments of the property shall be submitted to and approved by the Local Planning Authority. The development shall be carried out in accordance with the approved details. The reason for the condition is :- To ensure suitable boundary treatments in relation to security and the neighbouring properties.
11.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria outlined in saved policy HOU07 of the Borough Wide Local Plan and policy CS1, CS2 and CS3 of the adopted Core Strategy.
12.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
