1.The proposal does not incorporate adequate on-site vehicular parking and manoeuvring facilities to the standard required by the Local Planning Authority which is exacerbated by the narrow road networks which form the Wapping. The proposal, if permitted, would therefore be likely to lead to an undesirable increase in on-street parking to the detriment to highway safety. Furthermore inadequate parking facilities could lead to an adverse impact upon the amenities of the neighbouring properties. The proposal is thus considered contrary to criterion C and E of saved policy HOU07 of the Borough Wide Local Plan and policy CS16 of the Core Strategy.
2.The development is within a constrained plot resulting in an overdevelopment with the plot having a limited amount of curtilage and parking space available. In addition the development will result in a loss of space for the donor property which in itself is a modest sized plot. Consequently the development is considered contrary to policy HOU07.
3.The site is central to Wapping and the adjacent plot contains trees within a conservation area. The proposed property is close to the tree and an arboricultural report detailing preservation and mitigation measures has not been provided. The loss of landscaping features could be damaging to the wider conservation area and contrary to the aims of policy CS10 of the adopted Core Strategy.
4.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
