| 1. | Saved Policy HOU7 of the Great Yarmouth Borough-Wide Local Plan says that new residential development may be permitted within the settlement boundaries of Belton and other areas subject to various criteria. Criteria (A), (C) and (E) of the Policy state that the development should not be significantly detrimental to the form, character and setting of the settlement, suitable access arrangements can be made and the proposal should not be significantly detrimental to the residential amenities of adjoining occupiers.
The erection of a new dwelling in the space between the existing building and the dwelling to the east will result in a cramped form of development that would be out of keeping with the surrounding area. The proposed new dwelling will also be in close proximity to the dwelling to the west which has a number of windows facing the site, the proximity of the new dwelling to the boundary with the neighbour will have an adverse effect on the outlook to that property and, in addition to this, the first floor windows at the rear of the new dwelling will result in overlooking and loss of privacy to the adjoining dwelling.
Dwellings along St Johns Road generally have a single point of access with walls/fences or hedges across the remainder of the frontage giving a sense of enclosure to the area, the proposed layout shows the front of the site being open with the formation of six parking spaces along the width of the frontage, this parking arrangement would look out of place in the context of the existing development along the road and would have a detrimental effect on the character of the area. The parking spaces will be entered directly from the highway without the benefit of a turning area, it is considered that this arrangement with cars reversing into or out of the parking spaces onto the highway is likely to cause a hazard to road users due to the restricted visibility to the east.
The proposal is therefore considered to be contrary to criteria (A), (C) and (E) of saved Policy HOU7. |
