1.The works of demolition hereby authorised shall begin not later than 3 years from the date of this consent. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form and approved plans received by the Local Planning Authority on 11th February 2016. The reason for the condition is :- For the avoidance of doubt.
3.No demolition/development shall take place until a method statement/demolition plan is submitted to, and approved in writing by, the Local Planning Authority. The method statement/demolition plan shall provide details relating to how the demolition will be carried out, materials haulage from the site, highway protection and pedestrian protection/diversions. The reason for the condition is :- In the interests of highway and pedestrian safety.
4.No demolition/development shall take place/commence until a Written Scheme of Investigation has been submitted to, and approved in writing by, the Local Planning Authority. The scheme shall include an assessment of significance and research questions; and: 1. The programme and methodology of site investigation and recording. 2. The programme for post investigation assessment. 3. Provision to be made for analysis of the site investigation and recording. 4. Provision to be made for publication and disemmination of the analysis and records of the site investigation. 5. Provision to be made for archive deposition of the analysis and records of the site investigation. 6. Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation. The reason for the condition is :- In accordance with Paragraph 141 of the National Planning Policy Framework.
5.No demolition/development shall take place other than in accordance with the Written Scheme of Investigation approved under Condition 4 of this planning permission. The reason for the condition is :- In accordance with Paragraph 141 of the National Planning Policy Framework.
6.The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under Condition 4 of this planning permission and the provision to be made for analysis, publication and dissemination of results and archive deposition has been secured. The reason for the condition is :- In accordance with Paragraph 141 of the National Planning Policy Framework.
7.No work shall commence until the exact types and colours of the materials including the facing brick, the mortar and roof tiles have been submitted to and approved by the Local Planning Authority. The submitted information shall include the details of the brick bonds. The development shall be carried out using the agreed materials. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of the materials have not been submitted.
8.No work shall commence until plans showing the profiles and finish of the windows and doors have been submitted to and approved by the Local Planning Authority. The windows shall be completed in accordance with the approved plans. The reason for the condition is :- In the interests of visual amenity.
9.Notwithstanding the approved plans the rear windows shown on the approved plans shall be obscure glazed and non-opening and retained in perpetuity unless otherwise agreed in writing with the Local Planning Authority. The reason for the condition is :- In the interests of privacy for the neighbouring properties.
10.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting the order) no windows shall be inserted into the walls or roof of the building hereby approved without the written consent of the Local Planning Authority. The reason for the condition is:- In the interests of the residential amenities of the occupiers of the adjacent property.
11.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting the order) the roof shall not be altered in anyway without the written consent of the Local Planning Authority. The reason for the condition is:- In the interests of the residential amenities of the occupiers of the adjacent property.
12.Prior to the occupation of any of the dwellings hereby approved the bin storage shown on the approved plan shall be completed and the bins stored within the approved bin storage area. This area shall be retained thereafter for the storage of bins. The reason for the condition is :- In the interests of visual amenity to avoid bins in unsightly positions.
13.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
14.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria set out in Policies CS2, CS7, CS9 and CS10 of the Core Strategy and HOU07 of the saved Great Yarmouth Borough-wide Local Plan.
