| 1. | The proposed conversion of the property into three residential flats is considered to be an over-intense use of the property and the cumulative overall increase in residential density would be significantly detrimental to the character of the adjacent holiday area, together with the impact on the nearby accommodation and thereby be contrary to Policy HOU23 of the Great Yarmouth Borough-Wide Local Plan. Furthermore, if permitted, the proposal would create an undesirable precedent for further similar sub-division of these terraced properties in the area with a resultant increase in residential density to the detriment of the character of the locality and give rise to small and cramped units of residential accommodation contrary to Policy HOU15 of the Great Yarmouth Borough-Wide Local Plan. |
| 2. | The units are all below standards applied by a statutory consultee adding further evidence that three flats would be an overintense use of the site and would have an adverse effect on the future occupants of the site. The below standard accommodation is further exacerbated by the limited width (1.83m) through the majority of one of the units proposed as it does not provide adequate usable space for a future occupant contrary to the National Planning Policy Framework. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
