1.Policy CS10 of the adopted Core Strategy promotes the conservation and enhancement of the Boroughs heritage assets which includes conservation areas. To allow an out of character inappropriate design in a prominent location within a conservation area would be contrary to this policy. In addition the detrimental effect on the character of the area by allowing development that was out of keeping with all of the surrounding buildings, some of which are listed, would be detrimental to the form and setting. If approved the proposal would create an undesirable precedent for further similar works to be carried out which would erode the important characteristics of the conservation area.
2.The application is contrary to Policy CS9 of the adopted Core Strategy in that to allow an inadequate poorly demonstrated design of a shop from located within a historic shopping row shows no understanding of the historic and individual characteristics of the area. The absence of any reflection of the historic character is contrary to Policy CS9 (a) of the adopted Core Strategy. The movement of the door without indicating the retention of the central door is detrimental to the traditional surviving character and form of the area. The information submitted with the application is incomplete in the material points and as such cannot be looked on positively.
3.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
