1.---------------------------------------------------------------------------------------------------------------------- Particulars of planning permission reserving details for approval:- Application No.:- 06/13/0652/O Full planning permission for Phase 1 of residential development 150 houses. 2) Outline Planning Permission (48.2 hectares); 700 dwellings, commercial mixed use; consisting of B1, B2,B8, local centre to include A1-A5,B1,D1 & other community uses; primary school and open space---------------------------------------------------------------------------------------------------------------------- Particulars of details submitted for approval:- Access, Appearance, Landscaping, Layout and Scale :-
2.The development shall be carried out in accordance with the following Drawings BP2-PL01C (Site Location Plan) and BP2-PL02G Planning and Landscape Plan received by the Local Planning Authority on 5 January 2017, House types Drawings-Phase 2 - BP2-EL 01,02,03,04,05,06,07,08,09,10,11,12,13,14,15,16,17,18,19,20,21,22,23,24,25,26,27,28,29- Materials Schedule BP2 The reason for the condition is :- For the avoidance of doubt and inaccordance with the submitted details.
3.No works shall commence on the site until such time as detailed plans of the roads, footways, cycleways, foul and surface water drainage have been submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority. All construction works shall be carried out in accordance with the approved plans. The reason for the condition:To ensure satisfactory development of the site and a satisfactory standard of highway design and construction.
4.No works shall be carried out on roads, footways, cycleways, foul and surface water sewers otherwise than in accordance with the specifications of the Local Planning Authority in consultation with the Highway Authority. The reason for the condition: To ensure satisfactory development of the site and to ensure estate roads are constructed to a standard suitable for adoption as public highway.
5.Before any dwelling is first occupied the road(s), footway(s) and cycleway(s) shall be constructed to binder course surfacing level from the dwelling to the adjoining County road in accordance with the details to be approved in writing by the Local Planning Authority in consultation with the Highway Authority. The reason for the condition is:- To ensure satisfactory development of the site.
6.Notwithstanding the details indicated on the submitted drawings no works shall commence on site unless otherwise agreed in writing until a detailed scheme for surface improvements to the public right of way Clay Lane (Bradwell BR10) have been submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority. Reason: To ensure that the highway improvement works are designed to an appropriate standard in the interest of highway safety and to protect the environment of the local highway corridor.
7.Prior to the first occupation of the development hereby permitted the off-site highway improvement works referred to in condition 6 above shall be completed to the written satisfaction of the Local Planning Authority in consultation with the Highway Authority. The reason for the condition:- To ensure that the highway network is adequate to cater for the development proposed.
8.Surface water drainage for Phase 2 ony shall be completed in accordance prior to the completion of Phase 2 in accordance with the Highway Soakage Design (Ref:1196.02/S38SW CALCS Rev.A, September 2016) and Drainage Summary 196.02/JPM/DS/30.0916, September 2016) and the Flood Risk Assessment (FRA) and revised Planning and Landscaping Layout (Persimmon Homes (Anglia) Ltd. Drawing reference BP2-PL02 dated Feb 2016 as amended by BP2-PLO2G ) accompanying the hybrid planning application (ASD Consultants, 1196/NMT/FRA/10-13 dated October 2013). The reason for the condition is :-To ensure surface water draiange is carried out in accordance with the submitted details demonstrating that the site can be properly drained on site.
9.The landscaping on the site shall be completed in accordance with the details on the Planning and Landscaping plan prior to the completion of Phase 2. Any trees and shrubs so planted which dies within 5 years shall be replaced within one year by the applicants or their successors in title. The reason for the condition is:- To enhance the visual amenities of the locality.
10.The dwellings in Phase 2 shall be connected to the foul sewage connection in Oriel Avenue in accordance with the approved foul water details as shown in the submitted Drainage Strategy - 1196 02-JPM-DS-26-0516 Appendix A unless otherwise agreed in writing by the Local Planning Authority and shall be maintained in the approved form thereafter. The reason for the condition: In accordance with the submitted details and to ensure that there is capacity in the existing system.
11.No development shall commence on Phase 2 until a scheme for the provision of fire hydrants on the development has been submitted and agreed with the local planning authority in consultation with the Norfolk Fire and Rescue Service the fire hydrants shall be provided in accordance with the approved details. The reason for the condition is :-To ensure that adequate water provision is provided on the development to enable the local fire service to tackle any property fire.
12.The bin storage areas shown on the approved plan shall be provided and made available for use prior to the dwellings to which they relate first being occupied and shall be retained in the approved form there after. The reason for the condition is :-To provide a properly planned development.
13.NOTES - Please read the following notes carefully:- Inf. 7 Street lighting is a concurrent power of the County, District and Parish Councils. However, it is the County Council after consultation with the Local Lighting Authority (District or Parish Council) who decides whether street lighting is required on proposed public highways. Norfolk County Council will challenge any automatic assumption that street lighting needs to be provided on part or all of the new development The fire hydrants will need to be provided at the developers expense. The outline application (06/13/0652/O) is subject to the Section 106 agreement under The Town and Country Planning Act 1990 and the conditions on the outline planning permission and specific attention is drawn to the highway conditions in relation to the A12 as requested by Highways England.
