1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development hereby permitted shall be carried out in accordance with the details contained in the revised application forms and drawing no's 606/2A and 606.3A received by the Local Planning Authority on 29th February 2016. The reason for the condition is :- To ensure the permission relates to the correct documents.
3.Notwithstanding the submitted details, unless otherwise agreed in writing by the Local Planning Authority, the proposed private drive shall be maintained at a minimum width of 5 metres for a minimum length of 10 metres as measured from the near edge of the highway carriageway and shall be constructed perpendicular to the highway carriageway for the same distance. The reason for the condition is :- In the interest of highway safety and traffic movement.
4.Prior to the first occupation of the dwellings hereby permitted, a visibility splay shall be provided in full accordance with the details indicated on the approved plan (drawing no. 606/2A). The splay shall thereafter be maintained at all times free from any obstruction exceeding 0.225 metres above the level of the adjacent highway carriageway. The reason for the condition is :- In the interests of highway safety.
5.Prior to the first occupation of the dwellings hereby permitted, the proposed access, on-site car parking and turning areas shall be laid out in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring areas, in the interests of highway safety.
6.Notwithstanding the provisions of Class A of Schedule 2, Part 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015, (or any Order revoking, amending or re-enacting that Order) no gates, bollard, chain or other means of obstruction shall be erected across the approved access unless details have first been submitted to and approved by the Local Planning Authority. The reason for the condition is :- In the interests of highway safety.
7.No painting of the external surfaces of the dwellings hereby permitted, nor any repointing of brickwork shall take place without the prior consent in writing of the Local Planning Authority. Proposals shall be submitted to and approved by the Local Planning Authority before the work is begun and the work shall be carried out in accordance with the approved details. The reason for the condition is :- To ensure that such work does not detract from the appearance and character of the buildings.
8.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no enlargement of the dwellings hereby permitted shall take place, nor shall any doors, windows or other openings (other than those expressly authorised by this permission) be constructed without the prior consent of the Local Planning Authority. The reason for the condition is :- To preserve the appearance and character of the existing buildings and protect the residential amenities of the occupiers of adjacent property.
9.Notwithstanding the provisions of Schedule 2, Part 1, Class E of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no buildings or enclosures, swimming or other pools required for a purpose incidental to the enjoyment of the dwellings hereby permitted shall be provided without the prior consent of the Local Planning Authority. The reason for the condition is :- To enable the Local Planning Authority to retain control over the development in the interests of the visual amenities of the locality.
10.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no gates walls or other means of enclosure (other than those expressly authorised by this permission) shall be erected without the prior consent of the Local Planning Authority. The reason for the condition is:- To enable the Local Planning Authority to retain control over the development in order to ensure such items do not detract from the appearance of the countryside.
11.The cart lodge/covered parking areas shall only be used for the parking of vehicles and shall not be altered in any way without the prior consent of the Local Planning Authority. The reason for the condition is :- To ensure the permanent availability of adequate on-site parking facilities.
12.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the requirements of Policy CS1 of the Great Yarmouth Local Plan: Core Strategy and saved Policies HOU11 and BNV21 of the Great Yarmouth Borough-Wide Local Plan.
13.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
