1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form received by the Local Planning Authority on 6 January 2016 and the revised plan (drawing reference168-P-001 Rev.2) received on 18 March 2016. The reason for the condition is :- For the avoidance of doubt.
3.Prior to the occupation of any of the flats hereby approved the bin storage shown on the approved plan shall be completed and the bins stored within the approved bin storage area. This area shall be retained thereafter for the storage of bins. The reason for the condition is :- In the interests of visual amenity to avoid bins in unsightly positions.
4.Prior to the commencement of any development, a scheme for the provision and implementation of a flood management plan shall be submitted to, and agreed in writing with the Local Planning Authority. The reason for the condition is :- To minimise risk within a critical drainage area.
5.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria outlined in policy HOU07 and TR12 of the Borough Wide Local Plan and policy CS3 and CS9 of the Core Strategy.
6.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
