| 1. | Policy TR21 of the Borough Wide Local Plan aims maintain and enhance the status of Great Yarmouths golden mile as the main focus of the borough¿s traditional tourist industry. This proposal is to change the use of the ground floor from a commercial unit in A3 use to a residential property. The site is within the Golden Mile amongst a cluster of commercial units which forms Britannia Terrace. The loss of commercial unit would not enhance the Golden Mile and would reduce the range of attractions available and adversely affect the tourism offer. Policy CS8 aims to retain a strong tourism sector and safeguard key tourist facilities. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to policy TR21 of the adopted Borough-Wide Local Plan and policy CS8 of the Core Strategy. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
