| 1. | Policy HOU07 of the Borough Wide Local Plan requires new dwellings to relate satisfactorily to the character of the area and to avoid significant adverse impacts upon the amenities of the neighbouring properties. This proposal is for a 5 new dwellings and the demolition of an existing unit. The proposal is not considered to conform to the criterion A outlined in policy HOU7 and policy CS3 of the Core Strategy. The layout is considered contrived resulting in an overdeveloped site with some of the plots lacking adequate curtilage. The character of the wider area has not been reflected in some of the dwelling types, plot 5 in particular is not considered sympathetic to the character of its surroundings which are predominantly bungalows. In addition policy HOU17 requires all development to be in character and scale with its surroundings. Criterion E states that the development should not be significantly detrimental to the adjacent properties. The properties have the potential to impose and overshadow their surroundings, particularly plot 5. The development is also considered contrary to criterion J which states that development should be safe and accessible. It has not been demonstrated that the narrow access would not provide a risk particularly with a limited visibility splay. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to policy HOU07 and HOU17 of the Borough Wide Local Plan and policy CS3 and CS9 of the Core Strategy. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
