| 1. | Policy HOU18 of the Borough Wide Local Plan requires all residential developments to relate satisfactorily to its surroundings and not from an overdevelopment of the site. This proposal is for an extension to an existing outbuilding to form a new self-contained annexe. The resultant annexe within a constrained environment would result in an overdevelopment of the site. The development will leave only a small curtilage for 37 York Road and the close proximity of the two storey annexe will have negative impact upon the quality of environment for the host property in terms of overshadowing. The self-contained unit could be treated as a separate unit of accommodation. Policy HOU07 states that development should not be significantly detrimental to the form, character and setting of the settlement and should not be significantly detrimental to the amenities of the neighbouring properties. The development will create an extremely dense area of residential dwellings forming an overly intense use. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to policy HOU18 and policy HOU7 and HOU17 of the adopted Borough-Wide Local Plan. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
