| 1. | Policy HOU18 of the Borough Wide Local Plan requires all new properties to relate satisfactorily to its surroundings in terms of its character and the relationship the proposal will have with the neighbouring properties. This proposal is for significant extensions to form a first floor and second storey rear extension at 53 California Avenue. The resultant house would result in a development out of character with its surroundings in terms of its scale, form and massing. Furthermore the development would overshadow and impose upon the neighbouring properties, particularly the neighbour to the south boundary. In addition the first floor windows could result in a loss of privacy. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to policy HOU18 of the adopted Borough-Wide Local Plan. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
