No.Condition Text
.The accommodation as proposed is contrary to policy HOU15 and HOU16 of the adopted Borough Wide Local Plan as the accommodation proposed is not of an adequate standard for permanent living accommodation. The use of the site as multiple occupancy permanent living accommodation for full time, part time or as mixed holiday use is considered by the local Planning Authority an over intense use of the land. In addition to being an over intense use of two non-compatible uses the permanent accommodation would be substandard giving the lack of food preparation areas or private residential area separate from the holiday occupancy usage. The substandard accommodation is not contusive to a healthy living environment. The over intense use and low standard of layout coupled with the poor quality of the development proposed is contrary to the National Planning Policy Framework.
.Two non-compatible uses, with insufficient details as to the methods of operation would provide substandard living accommodation and substandard holiday accommodation. The loss of holiday accommodation would be detrimental to the secondary holiday area as the site is located to the south of Wellesley Road and provides a continuing link to the secondary holiday accommodation area and the seafront.
.There are, on adjoining sides of the application site, three properties in multiple occupation. To allow a fourth would produce a clustering of multiple occupied units contrary to Policy HOU23 (D) of the adopted Borough Wide Local Plan. The over intense use of the site and the clustering would adversely change the character of the area contrary to policy TR12.
.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
