1.Policy HOU07 of the Borough Wide Local Plan requires all new properties to relate satisfactorily to its surroundings in terms of its character and the relationship new dwelling will have with the neighbouring properties. This proposal is for a new 1.5 storey property in lieu of a single storey dwelling within an approved residential development. In the opinion of the Local Planning Authority the scale and height of the proposed dwelling is considered unacceptable in this instance. As the proposal is situated close to the boundary of the existing bungalows it is considered to form an imposing development which would result in a reduction of amenities of the adjacent properties. In addition the two properties will be visible from the street scene on a key transition point between the proposed residential development and the existing properties. The result will be a development which is out of character with its wider surroundings because of its height and massing. The proposal does not contain significant enough changes to overcome the previous appeal decision.
2.Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to policy HOU07, HOU15 and HOU16 of the adopted Borough-Wide Local Plan.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
