1.The Borough Wide Local Plan requires new dwellings, both holiday and residential, to relate satisfactorily to its surroundings in terms of its impact upon the residential amenities of the neighbouring properties and the character of its surroundings. This proposal is for a new holiday dwelling which is considered to significantly harm the amenities of the neighbouring properties due to the proposals size and siting. The neighbouring properties south of the proposal would suffer a significant loss of privacy whilst properties to the south and west of the site would experience overshadowing. Furthermore the developments design coupled with its siting will create an imposing structure to the adjoining neighbours. The Local Plan also requires new development to be sympathetic to its surroundings. The surrounding properties are characterised predominantly as single storey bungalows of modest proportions. This development is significantly different to the character of the area so is considered unsympathetic to its surroundings. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to policy HOU15 and BNV20 of the adopted Borough-Wide Local Plan for the above reasons.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
