1. | The development must be begun not later than two years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2. | The development shall be carried out in accordance with the below plans:

3. | No works shall commence on the site until such time as detailed plans of the roads, footways and public rights of way and drainage have been submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority. All construction works shall be carried out in accordance with the approved plans.

4. | No works shall be carried out on roads, footways, public rights of way, foul and surface water sewers otherwise than in accordance with the specifications agreed with the Local Planning Authority in consultation with the Highway Authority.

5. | Before any dwelling is first occupied the road(s) and footway(s) shall be constructed to binder course surfacing level from the dwelling to the adjoining County road in accordance with the details to be approved in writing by the Local Planning Authority in consultation with the Highway Authority.

6. | Prior to the first occupation of the development hereby permitted a visibility splay measuring 2.4 x 45 metres shall be provided to each side of the access where it meets the highway and such splays shall thereafter be maintained at all times free from any obstruction exceeding 0.225 metres above the level of the adjacent highway carriageway.

7. | Development shall not commence until a scheme detailing provision for on-site parking for construction workers for the duration of the construction period has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented throughout the construction period.

8. | Notwithstanding the details indicated on the submitted drawings no works shall commence on site unless otherwise agreed in writing until a detailed scheme for the off-site highway improvement works as indicated on drawing number 051/2014/01 rev A have been submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority.

9. | Prior to the first occupation of the development hereby permitted the off-site highway improvement works referred to in condition 8 of this permission shall be completed to the written satisfaction of the Local Planning Authority in consultation with the Highway Authority.

10. | The development hereby permitted shall not commence until an investigation and risk assessment has been completed in accordance with a scheme to be first agreed in writing by the Local Planning Authority, to assess the nature and extent of any contamination on the site, whether or not it originates on the site. The written report(s) shall include:
(i) a survey of the extent, scale and nature of contamination;
(ii) an assessment of the potential risks to:
human health,
property (existing or proposed) including buildings, crops, livestock, pets, woodland and service lines and pipes,
adjoining land,
groundwaters and surface waters,
ecological systems,
(iii) an appraisal of remedial options if required,
(iv) A detailed remediation scheme to bring the site to a condition suitable for the intended use by removing unacceptable risks to human health, buildings and other property and the natural and historical environment. The scheme must include all works to be undertaken, proposed remediation objectives and remediation criteria, timetable of works and site management procedures. The scheme must ensure that the site will not qualify as contaminated land under Part 2A of the Environmental Protection Act 1990 in relation to the intended use of the land after remediation.

11. | The development hereby permitted shall not commence until:
1) The approved contamination remediation scheme has been carried out in full and,
2) A validation report that demonstrates the effectiveness of the remediation carried out has been submitted to and approved in writing by the Local Planning Authority.

To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors. |
12. | In the event that contamination that was not previously identified is found at any time when carrying out the approved development, it must be reported in writing immediately to the Local Planning Authority. All development shall cease and shall not recommence until:
1) A report shall be submitted and agreed in writing by the Local Planning Authority which includes results of an investigation and risk assessment together with proposed remediation scheme to deal with the risk identified and
2) The agreed remediation scheme has been carried out and a validation report demonstrating its effectiveness has been approved in writing by the Local Planning Authority.

13. | No development shall commence until precise details of the means of foul and surface water drainage have been submitted to and agreed in writing with the Local Planning Authority in consultation with the Environmental Health Department and Highway Authority. The development shall be carried out in accordance with the details as agreed prior to the first occupation of and dwelling hereby permitted and shall be retained as such thereafter.

14. | During construction no external lighting shall be erected unless full details of its design, location, orientation and level of illuminance (in Lux) provided have first been submitted to and agreed in writing with the Local Planning Authority. Such lighting shall be kept to the minimum necessary for the purposes of security and site safety and shall prevent upward and outward light radiation. The lighting shall thereafter be implemented in accordance with the approved details and shall be retained as such thereafter.

In the interests of the amenities of local residents and to minimise light pollution. |
15. | No development shall be carried out outside of the following hours:
07:30 hours to 17:30 hours Monday to Friday
08:30 hours to 13:30 hours Saturdays
No work on Sundays or Bank Holidays.

In the interest of the amenities of the occupiers of nearby residential dwellings. |
16. | The pedestrian links as identified on the approved plan reference MAR-PL01 Rev J received by the Local Planning Authority on the 7th January 2016 shall be in place prior to the occupation of the 50th dwelling and shall remain available for use by pedestrians in perpetuity.

To ensure adequate provision of pedestrian links. |
17. | Prior to the commencement of the development hereby approved details of the pedestrian link and pedestrian and cycle link, as shown on approved drawing MAR-PL01-Rev J, management shall be submitted to and approved by the Local Planning Authority. The pedestrian links shall be managed in perpetuity in accordance with these details.

To ensure ongoing management of pedestrian and pedestrian/cycle links. |
18. | Prior to the commencement of the development hereby approved site levels, including a cross section of the site, showing land levels as existing and as proposed shall be submitted to and approved by the Local Planning Authority. The development shall be carried out in accordance with these plans.

19. | Prior to the commencement of the development hereby approved the finished floor levels as proposed shall be submitted to and approved by the Local Planning Authority. The development shall be carried out in accordance with these details.

20. | Prior to the importation of any soil to the site the amount and source of topsoil shall be submitted to and approved by the Local Planning Authority. The topsoil shall be demonstrably clean and from a certified source. Only topsoil approved by the Local Planning Authority shall be imported onto the site.

21. | Prior to the commencement of the development hereby permitted all boundary treatments shall be submitted to and approved by the Local Planning Authority. The boundary treatments to the dwelling houses shall be complete before the occupation of the dwelling to which they relate. The site boundary treatments shall be in place in accordance with the details provided prior to the occupation of the dwelling to which they relate or if they have no link with a dwelling prior to the occupation of the 75 dwelling on the site.

22. | Notwithstanding the details submitted as part of the application no development shall commence until full details of the soft landscaping, including tree planting, retention and removal are submitted to and approved by the Local Planning Authority. Notwithstanding the submitted plans no trees shall be felled until approved by and in accordance with the approved landscaping plan.

23. | Any trees identified to be retained on site and trees and shrubs which are planted in accordance with the landscaping details provided which are removed or die within five years of the occupation of the 100th dwelling shall be replaced with a specimen of the same species or as otherwise agreed with the Local Planning Authority.

To ensure the retention of soft landscaping in accordance with the approved plan. |
24. | Prior to the commencement of the development hereby approved details of wheel washing facilities shall be submitted to and approved by the Local Planning Authority and shall be provided on site for the duration of the construction in the approved location. These facilities shall be utilised by all construction traffic prior to exiting the site.

25. | The garages shall be constructed prior to the occupation of the dwelling to which they relate.

26. | Prior to the commencement of the development hereby approved details of the location and type of 2 no. fire hydrants shall be submitted to and approved by the Local Planning Authority in consultation with Norfolk County Council Fire Department. The 2 no. fire hydrants shall be installed in accordance with the submitted details prior to the occupation of the 75th dwelling.

27. | The landscaping shall be carried out in accordance with the approved details prior to the occupation of the dwelling to which it relates or if the landscaping does not relate to a dwelling prior to the occupation of the 80th dwelling hereby approved.
