| 1. | Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan 2001 states that extensions and alterations to dwellings will be permitted where the proposal: (i) is in keeping with the design of the existing dwelling and the character of the area; (ii) would not significantly affect the amenities of any neighbouring dwelling; (iii) would not result in over-development of the site. In addition, the National Planning Policy Framework states that permission should be refused for development of poor design that fails to take the opportunities available for improving the character and quality of an area and the way it functions. The scale of the proposed extension would be out of proportion to the existing dwelling, whilst its design would be visually incohesive and not complement the design of the existing dwelling. The proposal would result in an appearance which is generally out of keeping with the character of the surrounding area. The proposal is therefore contrary to criterion (i) of Policy HOU18 of the Borough-Wide Local Plan and relevant guidance within the National Planning Policy Framework. |
| 2. Due to their siting and distance from the boundaries with the neighbouring properties, the proposed first-floor windows would create a significant level of overlooking of the adjacent neighbouring properties. The proposal is therefore be contrary to criterion (ii) of Policy HOU18 of the Borough-Wide Local Plan. |
