1.The application site is located adjacent to properties which are in use as single residential family dwellings; the change of use to a house in multiple occupation while adjoining single residential family dwellings is contrary to policy HOU23 of the adopted Borough Wide Local Plan. The location of the site in relation to other properties in multiple occupancy, although they are not adjoining the site, will have a significantly adverse effect on the amenities of the occupiers of nearby dwellings and the character of the area contrary to policy HOU23 and HOU15. The close proximity of houses in multiple occupancy to the application site will have cumulative adverse effect on the character of the area and will be significantly detrimental to occupants of the single residential properties and the other multiple occupied units by the nature of the use and an over intense occupation which would result in a proliferation within the local area.
2.The accommodation as proposed contrary to policy HOU15 and HOU16 of the adopted Borough Wide Local Plan as the accommodation proposed is not of an adequate standard for permanent living accommodation. The site to be utilised as multiple occupancy permanent living accommodation is considered by the local Planning Authority to be substandard in terms of size and an over intense use of the land. The substandard accommodation is not contusive to a healthy living environment. The low standard of layout and design is contrary to policy HOU16 of the current adopted Borough Wide Local Plan. The over intense use and low standard of layout coupled with the poor quality of the development proposed is contrary to the National Planning Policy Framework.
3.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
