1.Policy HOU15 of the Borough Wide Local Plan requires changes of use which creates dwellings, to relate satisfactorily to its surroundings in terms of its impact upon the residential amenities of the surrounding properties and the environment created. Further to this Policy HOU16 requires a high standard of layout. This proposal is for a change of use from hostel to 7 no. residential flats and 2 bedsits. The dwellings do not comply with the 'Technical Housing Standards - national described standards' so the new flats and bedsits are considered undersized and do not offer a sufficient standard of living it is therefore considered to represent an overdevelopment of the site by converting to a substandard form of accommodation. The application in its current form is also contrary to the core planning principles contained in the National Planning Policy Framework, and in particular paragraph 17 and 9 in that it fails to ensure a good standard of amenity for all existing and future occupants of the land and buildings. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to Policy HOU15 and HOU16 of the adopted Borough-Wide Local Plan as the proposal does not offer a high standard of layout and will not create a sufficient quality of environment.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
