| 1. | The local planning authority considers that the proposal, in this out of town centre location, would have a significant adverse impact upon the Great Yarmouth town centre and is contrary to one of the primary objectives of the National Planning Policy Framework and emerging local plan policy which is to maintain and enhance the overall vitality and viability of existing centres principally through new investment and development. It is considered that the proposal would be counterproductive to the promotion of competitive town centres (a key aim of the National Planning Policy Framework) particularly in light of updated evidence which has significantly reduced the amount of forecast retail floor space requirements over the emerging Core Strategy Plan period to 2030 and the ambition of promoting the Conge and Water Front areas to enhance and supplement the town centre . As such it is considered that the proposal would have a significant adverse impact upon the vitality and viability of Great Yarmouth including planned investment and would draw trade away from the existing centre, at a time when Great Yarmouth Town Centre has been weakened by relocations to out-of-centre sites and is considered by the local planning authority to be in a fragile condition. Where such an impact and harm would occur, the National Planning Framework in Paragraph 27 states that applications should be refused and the application is hereby refused in accordance with the National Planning Policy Framework. |
