1.Policy BNV22 of the Borough Wide Local Plan requires all advertisements to be well sited and designed, to relate satisfactorily to its surroundings in terms of its character and respect the property in which they attached; in addition to this the signs should not be unreasonably visually obtrusive. Further to this policy BNV10 requires development to be sympathetic to the conservation area. This proposal is for a fascia sign above the shop at 25 Regent Road. The sign will be positioned relatively high upon the shop front in comparison with other shops on Regent Road; furthermore the sign itself will be large making it very visually obtrusive to the Regent Road street scene. The scale and siting of the sign means it is unsympathetic to the wider conservation area. The sign is also out of character with the property in which it is situated as it covers part of the properties frontage, particularly the windows. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to policy BNV10 and BNV22 of the adopted Borough-Wide Local Plan.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
