1.Policy HOU07 of the Borough Wide Local Plan requires all new properties to relate satisfactorily to its surroundings in terms of its character and the relationship new dwellings will have with the neighbouring properties. This proposal is for two new three bedroom houses with garages on a plot adjacent to 7 Green Lane. The proposed houses are considered too large when compared to the other properties on Green Lane. This would create a development which is both unsympathetic to the character with its surroundings and visually apparent. Furthermore the development would appear overbearing upon 7 Green Lane and could potentially overlook this property meaning the development would adversely impact on the residential amenities of the neighbouring property. As a result the Local Planning Authority, considers that the proposal is contrary to policy HOU07 of the adopted Borough-Wide Local Plan. Policy HOU17 of the Borough Wide Local Plan requires a high standard of layout and will seek to resist subdivision of properties that will lead to a development which is out of character and scale with its surroundings. The subdivision of the site would lead to an over-development which is out of character and scale with its surroundings. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to policy HOU17 of the adopted Borough-Wide Local Plan.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
