1.	The application site is outside of the any area in the adopted Great Yarmouth Borough Wide Local Plan where residential development might be permitted. Outside of these defined areas Policy HOU10 of the Great Yarmouth Borough Wide Local Plan states that permission for new dwellings in the countryside will only be given in connection with agriculture, forestry, organised recreation or the expansion of existing institutions. No need for the dwelling has been demonstrated to satisfy the criteria of the above policy. No information has been provided to support a departure from national and local policies designed to protect the countryside. Policy NNV3 of the Local Plan seeks to prohibit development which would detract from the open nature of the area. This application would place a modern building in the open countryside urbanising the area and detracting from the open nature contrary to policy NNV3.

STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
