1.Policy TR3 of the adopted Great Yarmouth Borough-Wide Local Plan states that in order to conserve the character of the remaining undeveloped coast and countryside and to protect sensitive locations from visitor pressure, new tourist related development will be focused primarily on the existing coastal holiday centres of Great Yarmouth, Gorleston, Hopton, Caister, California, Scratby, Newport, Hemsby and Winterton. Policy NNV7 of the Local Plan states that the Council will protect the remainder of the countryside outside the areas shown on the proposals map as being of landscape interest by permitting only those proposals that are in keeping with the rural character of the area. The Local Planning Authority considers that this part of Browston is rural in character and well away from the area's main tourist facilities and attractions and as such is an inappropriate location for the establishing of new holiday accommodation. Whilst there are dwellings nearby, the stable is situated in a rural location outside the defined development limits of a settlement, stables and other farm buildings are acceptable in this environment but further holiday or residential uses would lead to a gradual change in the nature of the area. The proposed extension and alterations to the building would result in the creation of a bungalow of urban appearance that would not be in keeping with the existing rural character of the area. The proposal would therefore be contrary to Policies TR3 and NNV7 of the Great Yarmouth Borough-Wide Local Plan.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
