1.Policy HOU7 of the adopted Great Yarmouth Borough-Wide Local Plan says that new residential development may be permitted within the settlement boundaries of Bradwell and other areas subject to various criteria. Criterion (A) of the Policy states that the development should not be significantly detrimental to the form, character and setting of the settlement. Policy HOU15 of the Local Plan states that all housing development proposals including replacement dwellings and changes of use will be assessed according to their effect on residential amenity, the character of the environment, traffic generation and services. They will also be assessed according to the quality of the environment to be created, including appropriate car parking and servicing provision. The restricted nature of the site will result in the proposed dwelling being close to the site boundaries and having limited private amenity space, the proximity of the dwelling to the road will also result in the dwelling being prominent in the street scene and out of character with the surrounding area. The sub-division of the plot will result in limited private amenity space for the existing and proposed dwellings which will lead to a poor quality of environment for the future occupiers of the dwellings. The proposal is therefore considered to be contrary to Policy HOU15 and criterion (A) of Policy HOU7 in that it would result in an over-development of a restricted site that would be out of character with the surrounding area.
2.Policy HOU17 states that in assessing proposals for development the Borough Council will have regard to the density of the surrounding area. Sub-division of plots will be resisted where it would be likely to lead to development out of character and scale with the surroundings. The existing dwelling has a larger curtilage than the houses to the west but the proposal will result in two dwellings with smaller curtilages and less amenity space than the nearby dwellings. The proposal would therefore be contrary to the aims of Policy HOU17 in that it would result in a development that would be out of character and scale with the surroundings.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
