| 1. | Policy HOU10 of the Borough Wide Local Plan defines the criteria within which new dwellings in the country side are to be assessed. Subject to the specific criteria only dwellings which are required in connection with agriculture, forestry, organised recreation or the expansion of existing institutions shall be allowed. No evidence has been put forward to seek to meet the criteria laid out in policy HOU10 nor has the need for the dwelling linked to any of the above uses been stated. Therefore in the absence of any supporting evidence to seek to meet any of the criteria for a new dwelling in the countryside it is assessed that the proposal is contrary to policy HOU10. In addition the National Planning Policy Framework does not support the erection of isolated new dwellings in the county side in unsustainable locations. |
| 2. | The further urban intrusion into the area by the erection of a dwelling in the country is contrary to policy NNV2 of the Borough Wide Local Plan in that the development would be detrimental to the character of the area and would cause material harm to the rural nature of the area. The addition of a further dwelling would adversely affect the traditional built form of the area and would damage the landscape character. The development proposed does not reflect the character of the area by density and design and does not accord with the Interim Housing Land Supply Policy. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
