1.Policy HOU18 of the Borough Wide Local Plan requires all extensions and alterations to a dwelling to relate satisfactorily to its surroundings in terms of its character and the relationship the extension/alteration will have with the neighbouring properties. This proposal is for a front conservatory extension to an existing dwelling. The conservatory is to adjoin the front door of 40 Belstead Avenue and will infill part of a recess used for the front doors and porches of both 40 and 38 Belstead Avenue. This part of the property is constrained and the addition of an extension here will result in the porch of 38 Belstead Avenue being excessively overshadowed Furthermore the development would also reduce the outlook of 38 Belstead Avenue. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to policy HOU18 of the adopted Borough-Wide Local Plan.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
