1.	Policy SHP08 of the Borough Wide Local Plan requires all extensions to shops not to be significantly detrimental to the occupiers of neighbouring properties. Paragraph 123 of the National Planning Policy Framework states that noise should be avoided which significantly adversely affects quality of life. This proposal is for the relocation of external refrigeration compressor units. The unit has been attached to the north elevation facing the highway. The road contains a mixture of commercial and residential properties with residential properties adjoining the site. The refrigeration units will generate excessive noise to the surrounding residential properties meaning the proposal is unacceptable by virtue of noise generation and loss of amenities. Furthermore the refrigeration units are large and in a prominent location would appear out of character with its surroundings. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to policies SHP08 of the adopted Borough-Wide Local Plan and paragraph 123 of the National Planning Policy Framework.
2.	STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
