| 1. | The erection of a dwelling on this site would not accord with the provisions of the Great Yarmouth Borough-Wide Local Plan in that the scale and appearance of the proposed dwelling and its proximity to the site boundaries would not enhance the form and character of the area. The restricted dimensions of the plot would result in the overdevelopment of the site which would be detrimental to the character and visual amenities of the area and result in an overbearing form of development which would have a significant adverse effect on the amenities of the occupiers of nearby dwellings. The first floor windows of the proposed dwelling would also result in overlooking and loss of privacy to the occupiers of nearby dwellings. The site is currently occupied by a garage which provides parking to the existing dwelling (33 Nelson Road) and the replacement of the garage with a dwelling will result in the loss of parking for the existing property. The proposal is therefore contrary to the provisions of Policy HOU15 and criteria (A) and (E) of Policy HOU7 of the adopted Great Yarmouth Borough-Wide Local Plan. Furthermore the proposal is considered contrary to the Core Planning Principles of paragraph 17 of the National Planning Policy Framework which seeks to secure high quality design and a good standard of amenity for all existing and future occupants of land and buildings. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the National Planning Policy Framework, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent a sustainable or an acceptable form of development and has been refused for the reasons set out above. |
