No.Condition Text
1.The instillation of external insulation would result in a development out of character with the area and would have a detrimental effect on the external appearance of the building and the area. The loss of a traditional brick frontage offering an attractive street scene in keeping with the other buildings in the terrace would have a harmful effect on the character of the area. The instillation of insulation would not be in keeping with the character of the building, the loss of the distinction between the detailing to the window surrounds and the facing bricks would erode the distinct character to the detriment of the building and the area.
2.The instillation of insulation to the external wall at the frontage would not be sympathetic to the character of the area or the building. The development as proposed is contrary to policy HOU18 and BNV18 of the Borough Wide Local Plan.
3.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
