1.In the opinion of the Local Planning Authority, the proposal does not accord with the provisions of the Great Yarmouth Borough-Wide Local Plan as by virtue of its scale, appearance, relationship to the northern boundary and adjacent dwellings, the construction of a three bedroomed bungalow would not enhance the form and character of the area. It is the opinion of the Local Planning Authority that the restricted dimensions of the plot are such that the erection of a three bedroomed property of the scale, design and in the location proposed would result in the overdevelopment of the site and result in a development that would be detrimental to the character and visual amenities of the area. In addition to this the limited private amenity area and the cramped nature of the site will result in a poor quality of environment for the future occupiers of the dwelling. The proposal is therefore considered to be contrary to the provisions of policies HOU7, HOU15, HOU16 and HOU17 of the adopted Great Yarmouth Borough-Wide Local Plan. The proposal is also considered to be contrary to the Core Planning Priciples of paragraph 17 of the National Planning Policy Framework which seeks to secure high quality design and a good standard of amenity for all existing and future occupants of land and buildings.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the National Planning Policy Framework, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
