No.Condition Text
.The proposed development does not adequately provide off-site facilities for pedestrians and/or people with disabilities (those confined to a wheelchair or others with mobility difficulties) to link wit the existing provision. The lack of a footway providing pedestrian access to the site is compounded by the inadequate width of Mill Lane across the site frontage which is below the absolute minimum width to enable two cars to pass.
.The classified road serving the site is inadequate to serve the development proposed by reason of its poor alignment, restricted width and lack of passing provision. The proposal, if permitted would be likely to give rise to conditions detrimental to highway safety. The inability of the local road network to accommodate the proposed development is contrary to the Policy HOU7 of the Borough Wide Local Plan as suitable access arrangements can not be made. Policy HOU15 seeks to ensure that appropriate car parking and servicing can be provided, the inadequate width of Mill Lane and the absence of passing provisions does not provide adequate servicing arrangements for the proposed development. The failure of the proposed development to provide a safe and accessible environment is contrary to j) of the Interim Housing Land Supply Policy and paragraph 32 of the National Planning Policy Framework.
.The development proposed is situated outside of the village development limits, with no supporting evidence to the contrary, the proposal does not accord with Policy HOU10 of the Borough Wide Local Plan or paragraph 55 of the National Planning Policy Framework, and is therefore contrary to current planning policy. In addition the proposal does not accord with the Interim Housing Land Supply Policy n) as there is inadequate information provided to indicate that the development will be delivered within two years.
.For the reasons given above the proposed development is contrary to the current Borough Wide Local Plan, the Interim Housing Land Supply Policy, the upcoming Core Strategy with specific reference policy CS2, and the National Planning Policy Framework.
.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
