1.The scale and form of the development in this location, which is characterised by traditional modest terraced properties, would be significantly detrimental to the character of the settlement contrary to policy HOU7(a). The prominent location of the development site, adjacent a conservation area, has a individual character which would suffer a detrimental effect by the massing of the proposed development.
2.The development site is adjacent to a conservation area and current planning policy seeks to enhance conservation areas. This proposal does not enhance the conservation area and detracts from the merits of the area, it is not sympathetic in its deign to the character or appearance of the locality in terms of scale, height, massing or materials. The siting and design does not look to enhance the conservation area and detracts from the character of the area contrary to policy BNV10 and BNV16 of the adopted Borough Wide Local Plan.
3.The height of the proposed development in close proximity to the neighbouring dwellings would have a significantly adverse effect, even by a singular dwelling, by virtue of the dominant scale and overbearing nature, on the amenities of the persons residing within them. Policy HOU15 of the adopted Borough Wide Local Plan states that developments should be assessed on the effect on residential amenity and the character of the environment. The Environment and residential amenities of adjoining properties would be adversely effected by the proposed development and as such the development as proposed would be contrary to policy HOU15 of the adopted Borough Wide Local Plan.

Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
