1.The proposal to erect two substantial dwellings on modest plots constitutes an overdevelopment of the site in that it would be significantly detrimental to the form, character and setting of the settlement and leave the host dwelling with a less than satisfactory area of private amenity space. Specifically, in terms of the number and layout of dwellings on this relatively small area of garden land, the proposal represents a cramped and inappropriate form of development. The layout and cramped nature of the development, where private amenity space would be severely restricted, would not provide a high quality of housing environment. Moreover the siting and design of the dwelling on plot one is such the first floor windows will introduce a significant degree of overlooking to the property on Beccles Road that was hitherto not present, to the detriment the amenities of the occupiers of these properties. The siting of the parking spaces adjoining the proposed turning head would appear to impinge on the turning radii available to turn emergency vehicles and when the parking space is in use this will restict the ability to turn an emergency services vehicle in the event of an incident. For these reasons the proposal is considered to be contrary to Policies HOU7, HOU15 and HOU17 of the adopted Great Yarmouth Borough-Wide Local Plan. Furthermore the proposal is considered contrary to the Core Planning Priciples of paragraph 17 of the National Planning Policy Framework which seeks to secure high quality design and a good standard of amenity for all existing and future occupants of land and buildings.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
