1.The proposed development, which involves the sub-division of an existing plot, would be out of character and scale with the surroundings. In particular, the proposal would amount to a cramped form of overdevelopment of a restricted and awkwardly shaped site which would be detrimental to the residential amenities of the occupiers of adjoining property to the north creating an overbearing form of development and introduce a significant degree of overshadowing due to close proximity to the boundary result in unsatisfactory living conditions for occupiers of the adjacent property. It is the opinion of the Local Planning Authority, the proposal does not accord with the provisions of the Great Yarmouth Borough-Wide Local Plan as by virtue of its scale relationship to the boundary of the site and adjacent buildings, the construction of a dwelling would not enhance the form and character of the area. Consequently, the Borough Council considers that the proposal is contrary to Policies HOU7/HOU8 (criteria (A) and (E)), HOU15 and HOU17 of the adopted Great Yarmouth Borough-Wide Local Plan. Furthermore the proposal is considered contrary to the Core Planning Priciples of paragraph 17 of the National Planning Policy Framework which seeks to secure high quality design and a good standard of amenity for all existing and future occupants of land and buildings
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
