| 1. | The site is located outside of the village development limits for Repps with Bastwick and development outside of the village development limits is controlled by policy HOU10. No information has been put forward to seek to comply with policy HOU10 of the adopted Great Yarmouth Borough Wide Local Plan and therefore the application is contrary to current planning policy. In addition the development as proposed is contrary to policy HOU15 of the adopted Great Yarmouth Borough Wide Local Plan as the character and amenity of the area will be adversely effected by the proposed development owing to the out of character appearance in a prominent location. |
| 2. | The application has not adequately demonstrated compliance with the Interim Housing Land Supply Policy to be considered acceptable as an exception to the adopted Borough Wide Local Plan planning policy. The design of the proposed dwellings does not respond to the local nature and build characteristics and is therefore contrary to d) of the Interim Housing Land Supply Policy. In addition adequate information has not been submitted as part of the application to demonstrate that the applicant could deliver the proposed development or that there is adequate foul water capacity contrary to n) and g) of the Interim Housing Land Supply Policy. |
| 3. | In addition to the above the site is located in an unsustainable location with little or no access to local services such as schooling and employment facilities; the location of the development is unlikely to encourage a model shift away from private car towards public transport and is therefore also unsustainable in transport terms. The access arrangements for such a development would need to comply with the Highways Authorities standards and information by way of a topographical survey would need to be assessed by the Highways Authority to ensure adequate access arrangements could be provided to service a development. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
