1.The proposal to erect two substantial dwellings on modest plots constitutes an overdevelopment of the site in that it would be significantly detrimental to the form, character and setting of the settlement and leave the host dwelling with only a modest area of private amenity space. Specifically, in terms of the number and layout of dwellings on this relatively small area of garden land, the proposal represents a cramped and inappropriate form of development. The layout and cramped nature of the development, where private amenity space would be severely restricted, would not provide a high quality of housing environment. Furthermore, the narrow and long access would result in a loss of privacy and detriment to amenity of the occupiers of the adjacent residential properties, particularly in relation to the property backing on to the site on Beccles Road and give rise to undue hardship and inconvenience in the servicing of the dwellings by tradesmen and public employees. The proposed turning area does not appear to provide sufficient space to enable emergency service vehicles to turn given the inadequate radius on the turning head which, when provided would impact on the siting of the southernmost dwelling and exacerbate the issues associated with the lack of private amenity space on the proposed development. For these reasons the proposal is considered to be contrary to Policies HOU7, HOU15 and HOU17 of the adopted Great Yarmouth Borough-Wide Local Plan.
2.The proposed access onto Beccles Road is unsatisfactory to serve the proposed developmentby reason of its inadequate width and alignment and the proposal would lead to conditions in relation to turning and visibility that would give rise to condtions to the detriment of highway safety. The proposal would lead to an intensification in the use of an access onto the A143 Beccles Road, which is a busy principle route and would cause undue interference with the safe and free flow of traffic on this important traffic route. By vitue of the foregoing the proposal is considered contrary to Policy TCM13 of the Great Yarmouth Borough-Wide Local Plan.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
