1.The application is considered contrary to policy HOU23 of the adopted Borough Wide Local Plan in that the properties in this area of Wellesley Road are in use as Guest House serving Great Yarmouth's vibrant holiday industry and the proposed use as an HMO would be likely to adversely impact on the adjoining uses. In addition given the number of rooms proposed to be used of accommodation units is considered constitute, an over intense use of the building which could have an adverse effect on the potential occupiers and the amenities of the neighboring properties. The proposal is therefore considered contrary to Policy HOU23 (f).
2.The proposed formation of bedroom accommodation in the basement with limited openings to provide natural light and ventilation from a modest enclosed courtyard, in particular with relation to the bedroom at the rear and other bedrooms within the development where they are devoid of windows is considered to be a sub-standard form of accommodation and likely to be detrimental to the amenities of the future occupants contrary to the aims of Policy HOU15 of the Great Yarmouth Borough-Wide Local Plan.
3.The proposal does not provide any information with regard to the provision of refuse disposal arrangements or where such facilities can be provided for a development of this scale and given the extremely limited external yard area and limited access it does not appear that an adequate provision can be made without impinging on the rear access road which is outside the control of the applicant. Whilst it is clear some provision might be made in the front yard, any such provision is considered unacceptable as an installation would be detrimental to the appearance of the area and have an adverse impact on the amenities of adjoining occupiers.
