| 1. | Policy HOU18 of the adopted Great Yarmouth Borough-Wide Local Plan states that extensions and alterations to dwellings will be permitted where the proposal :-
(i) is in keeping with the design of the existing dwelling and the character of the area;
(ii) would not significantly affect the amenities of any neighbouring dwelling; and
(iii) would not result in over-development of the site.
The proposal involves an L shaped extension to form an annexe on the front of the property which, by virtue of its massing, scale and orientation is incompatible with the scale of adjacent buildings and would be overbearing and visually dominant and of an inappropriate scale which would result in an incogrous and jarring element which would impact on the the amenities of adajcent occupants to an unacceptable degree resulting in an overbearing form of development. The proposal is therefore considered contrary to criteria i), ii) and iii) of policy HOU18 of the adopted Great Yarmouth Borough-Wide Local Plan |
| 2. | The proposal would result in the loss of existing parking facilities and does not incorporate adequate on-site vehicular parking and manoeuvring facilities to the standard required by the Local Planning Authority which, if permitted, would lead to an undesirable increase in on-street parking to the detriment of highway safety. Contrary to Development Plan Policy TCM17. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT : In accordance with the NPPF, in determining this application for planning permission the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable development and has been refused for the reasons set out above. |
