No.Condition Text
.There are inadequate visibility splays provided at the junction of King Georges Avenue with the A149 Main Road and as such the development proposed would cause danger and inconvenience to users of the adjoining public highway. The development would be detrimental to highway safety and the satisfactory functioning of the highway and as such the proposed development is contrary to policy TCM13 of the adopted Borough Wide Local Plan.
.The site is located outside of the village development limits for Rollesby as shown on the adopted Borough Wide Local Plan and as such development in this location is contrary to current planning policy unless policy HOU10 of the adopted Borough Wide Local Plan is complied with. No information has been put forward to seek to comply with policy HOU10 and as such the development is contrary to the current Borough Wide Local Plan.
.An inadequate Flood Risk Assessment has been provided which does not comply with the requirements set out in the National Planning Policy Framework. The Flood Risk Assessment does not adequately demonstrate that infiltration will be an appropriate method of drainage. It has not been demonstrated that the attenuation basin for the road drainage will be able to be located within the proposed development. It has not been demonstrated that the development will not increase the offsite flood risk. It is contrary to national and local planning policy to approve developments which do not adequately meet the requirements set out and that increase the risk of flood.
.The National Planning Policy Frameworks underlying theme is to encourage sustainable development. The development proposed is not located in a sustainable location and cannot be adequately serviced by the existing highway infrastructure and as such would be contrary to national planning policy. In addition to this the application has failed to meet the criteria set out in the Interim Housing Land Supply Policy as the deliverability has not been identified, primarily in that the local road network can not accommodate the proposed development without negatively impacting upon public safety.
