No.Condition Text
1.The proposal, which in effect, provides for a substantial extension to the existing detached garage at Nova Scotia, to provide accommodation in an extension three times the size of the existing double garage, with sufficient facilities to allow the accommodation to to be used as a separate dwelling and provides what is tantamount to a separate dwelling in open countryside and insufficient information has been provided to justify a proposal of this scale, which is is considered contrary to Policy HOU10 of the adopted Great Yarmouth Borough-Wide Local Plan. The proposal is also considered to be contrary to Policy HOU17 in that it is tantamount to a subdivision of the site into two plots. The garage, which is the subject of this substantial extension, is sited at some distance from the main dwelling which makes it less capable of operation as an annexe and given the accommodation provided would be capable to be used as a separate unit of accommodation. For this reason its use as an annexe is considered inappropriate, as it provides substantial accommodation which is capable of being used as an independant planning unit, i.e. a new dwelling.
2.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
