| 1. | The proposed conversion of the property from a guest house into four addiional residential units is considered to be an over-intense use of the property and the cumulative overall increase in residential density would be significantly detrimental to the character of the holiday area, together with the impact on the nearby accommodation and thereby be contrary to Policy TR12 and HOU23 of the Great Yarmouth Borough-Wide Local Plan. Furthermore, if permitted, the proposal would create an undesirable precedent for further similar sub-division of these terraced properties in the area with a resultant increase in residential density to the detriment of the character of the locality. |
| 2. | The proposed conversion is considered inadequate in the following respects:- i) The proposed retention of a unit of accommodation with bedrooms in the basement one with imited openings to provide natural light and ventilation, in particular with relation to the bedroom at the rear is considered to be a sub-standard form of accommodation ii) The maisonette flat to the rear of the proposed development has it primary escape route through a high risk area, namely the kitchen and no alternative means of escape has been provided iii) The bedrooms and kitchen in flat three are considered undersized and do not provide a healthy or safe living environment. The above are considered to be detrimental to the amenities of the future occupants of the proposed accommodation contrary to the aims of Policy HOU15 of the Adopted version of the Great Yarmouth Borough-Wide Local Plan. |
