1.	The proposal is considered to be contrary to Policy TR14 (B,E & F) NNV3 and NNV5 of the Great Yarmouth Borough-Wide Local Plan as the provision of additional holiday caravans has not been jusitified and does not facilitate the provision of additional visitors facilities for the holiday site as a whole and represents an unnacceptable peacemeal development of the site intruding into open land. Furthermore, the development site falls within character area G3 of the Great Yarmouth Landscape Character Assessment and is considered would intrude into the open landscape adjacent to the site to the detriment of the character of the coastal edge development which should be enhanced in order to conserve the open views and gaps between settlements.
2.	STATEMENT OF POSITIVE ENGAGEMENT:- In determining this planning application the Borough Council has approached it in a positive and proactive way in accordance with the National Planning Policy Framework and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, in this particular case, the proposal is not considered to represent an acceptable form of development and has been refused for the reasons given above.
