1.The proposed development is considered by the Local Planning Authority to represent an unneighbourly form of development which, because of the shape of the application site and form of development proposed, will have an significant adverse impact upon the residential amenity of the neighbouring residential properties because of the close proximity of the new dwellings to those properties and one that will be prejudicial to the quiet residential amenity and enjoyment of the occupiers; the proposal is therefore considered to be contrary to the aims of Policy HOU7 (Criteria E) in particular of the Great Yarmouth Borough Wide Local Plan 2001 which only supports development that does not have a significant detrimental impact upon neighbouring properties.
2.The proposal is considered by the local planning authority to result in a development that will be detrimental to the safe movement of pedestrian and highway users because of the constrained nature of the site and potential conflict between the use of the footpath and access road. In addition the potential conflict between pedestrian and vehicles is heighten because of the proximity of the site to the nearby school and the use of the pedestrian right of way by school children to and from school. The proposal is therefore considered to be contrary to Policy HOU7 which seeks to promote development providing suitable access arrangements can be made.
3.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent an acceptable form of development and has been refused for the reasons set out above.
