1.	In the opinion of the Local Planning Authority there is insufficient detail provided in the planning application to show the proposed use could operate in the building without significant harm to the amenities the proposed use would have on the residential property in the area. Insufficient details of noise mitigation have been put forward to prevent the noise and vibrations causing significant adverse effects to those inhabiting the residences above the proposed launderette. Additionally insufficient information has been provided with respect to the location and route of any extract flues or vents associated with such a use of the premises. Without these details the effect on the amenities of the residents can not be adequately assessed.
2.	STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
