1.This permission expires on 31st March 2015 unless on or before this date application has been made for an extension to the period of permission and such application is approved by the local planning authority the use shall be discontinued. The reason for the condition is :- In order to retain control over the use of the site until the effects of the proposal have been experienced and in the interest of the amenities of the locality and adjacent residents.
2.Prior to the commencement of use hereby permitted the present southernmost vehicular access to the site (adjacent to the property 'Willowcroft') shall be permanently closed, and the highway verge shall be reinstated in accordance with a detailed scheme to be agreed with the local planning authority in consultation with the Highway Authority. The reason for the condition is :- In the interests of highway safety and to ensure the amenities of adjacent residents are not unduly disturbed.
3.Prior to the commencement of the use hereby permitted, the existing vehicular accesses shall be re-graded with road planings (or similar) and compacted and levelled with adjacnet carriageway level for the first 2 metres as measured back from the near channel edge of the adjacent carriageway. The materials to be used shall be submitted to and agreed in writing by the local planning authority prior to the commencement of development. The reason for the condition is :- In the interest of highway safety and traffic movement.
4.The site shall only be used for car boot sales on :- Wednesdays between the hours of 08.00am and 14.00pm and no cars shall enter the site before 07:30am The reason for the condition is :- For the avoidance of doubt and to ensure that the use of the site takes place in the manner contemplated by the Local Planning Authority on the grant of this permission.
5.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria of policy SHP13 of the adopted Great Yarmouth Borough Wide Local Plan.
6.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
