1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004. |
2. | The development shall be carried out strictly in accordance with the approved plans Drawings No. 01 received by the local plannng authority on 18 December 2013 showing the site area and the plans by Paul Evans Surveying Ltd Plan: H5-200 Revision A received on 18 December 2013 and details and specifications thereon, planning application forms and documentation submitted with the application.
The reason for the condition is :-In accordance with the submitted plans and for the avoidance of doubt. |
3. | Within three months of the date of this planning permission or prior to the commencement of the erection of the groynes which ever is earlier, a Monitoring Agreement shall be submitted to and agreed in writing by the local planning authority and thereafter complied with.
The agreement, for the avoidance of doubt, shall include an obligation to monitor and analyse the effects on coastal processes resulting directly from the construction and implementation of the works over the duration of the scheme including annual surveys, parameters and method of reporting to the local planning authority and its coastal partners, mitigation measures where negative impacts arising from the works have been identified and time frame for implementation of the mitigation measures and responsibility, decommissioning of structures and agreed modelled baseline data that includes the Great Yarmouth Outer Harbour.
The reason for the condition is :- To monitor the impact of the coastal defence works on coastal processes and to mitigate any adverse imapcts that may result from the works.

4. | Prior to the commencement of any works a Construction Traffic Management
Plan and Access Route The Construction Traffic Management Plan shall
include
a) Measures for the routing of construction traffic only;
b) Measure for keeping the highway clear mud, debris and other arisings;
c) The management of junctions to and crossings of the public highway;
d) Details of banksmen/escorts for abnormal loads;
e) Scheduling and timing of movements;
e) Temporary warning signs;
f) Measures for addressing any abnormal wear and tear to the highway;and
g) Wheel cleaning facilites.
The plan shall be submitted to and approved in writing with the Local
Planning Authority in consultation with Norfolk County Council Highway
Authority together with proposals to control and manage construction traffic
using the 'Construction Traffic Access Route' and to ensure no other local
roads are used by construction traffic.
Reason: In the interests of maintaining highway efficiency and safety.

5. | For the duration of the construction period all traffic associated with the
construction of the development will comply with the Construction Traffic
Management Plan and use only the 'Construction Traffic Access Route' and
no other local roads unless approved in writing with the Local Planning
Authority in consultation with the Highway Authority.
Reason: In the interests of maintaining highway efficiency and safety. |
6. | The developer shall give notice to Norfolk Historic Environmental Service of the intention to commence work at least 2 weeks before such commencement and shall afford access at all reasonable times to any archaeologist nominated by the Local Planning Authority, and shall allow him or her to observe the excavations and record items of interest and finds.
The reason for the condition is:-
In order to enable investigation and recording of this site of archaeological interest to take place during the period of building or engineering works.

7. | The existing highway outfalls shall be kept free of obstruction at all times and where the outfalls form part of the sea defences grills and tidal flaps shall be provided to the outfalls. Where the outfalls are to be reconstructed, the details shall be submitted to and approved in writing by the local planning authority in conjunction with the highway authority and therafter complied with.
The reason for the condition is :- To ensure free and unobstructed highway drainage.

8. | Where possible contractors shall aim to adhere to the following hours of work:-
Monday to Friday 0730-1700, Saturday 0800-1300 and No Working on Sundays or Bank Holidays.
(Where contractors have the neccesity to work outside of these times the Environmental Service Officer recommends the matter be agreed with the Borough Council's Environmental Services Department.)
The reason for the condition is :- To protect the amenity of the occupiers of the residential properties in the locality.
PLEASE Note:It is recommended that the contractors appoint a person with responsiblity for public liason, and that tresidents are kept informed of the progress of the works including notication of works during unsocial hours. |
9. | The adjacent Public Footpath (No.2) shall remain free of obstruction all times unless otherwise agreed in writing with the Rights of Way officer for its temporary obstruction or temporary diversion.
The reason for the condition is :-
To ensure that the foot path remains accessible for public use. |
10. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF
