1.	Policy REC1 of the Great Yarmouth Borough-Wide Local Plan states that the Council will grant planning permission for sports and recreational facilities providing they satisfy the criteria of the Policy. In this case it is considered that the proposal would be contrary to criterion (D) of this Policy in that the areas of woodland and open space involved in the application are currently used for quiet relaxation by the residents of the estate. The installation of play equipment and picnic benches in these areas would encourage noisy activities and anti-social behaviour which would be significantly detrimental to the residential amenities of the occupiers of dwellings in the surrounding area.
