.Policy HOU10 of the Borough Wide Local Plan defines the criteria for new dwellings within the countryside. This application has not sought to comply with any criteria within this Policy and as such does not comply. The Application therefore appears to reply on Policy HOU20 of the Borough Wide Local Plan and the application is contrary to this policy. The replacement farmhouse seeks to increase the farmhouse by more than 10% of the current size and is not in keeping with the existing farm house owing to the size and design. The replacement farmhouse is therefore contrary to Policy HOU20 (A) and (b).
.The application for the conversion of the rural buildings is contrary to Policy HOU11 of the Borough Wide Local Plan, no evidence has been provided to seek to demonstrate that commercial use has been sought for the buildings or that a commercial use shall be carried out from the site, Policy HOU11(A) and (B). With specific reference unit five it appears that significant rebuilding as indicated on the plans shall be required to convert the unit HOU11(C).
.The application does not concur with County Highways standards in that the road way is inadequate to serve the proposed development and as such is contrary to Policy TCM13 of County Highways Development Plan.
.The amount of development proposed constitutes overdevelopment in an unsustainable location. The high concentration of units does not comply with Policy HOU16 of the Borough Wide Local Plan in that the design and layout are not of high quality. This is further exacerbated by the three storey farm house which is not in keeping with the proposed conversions nor the rural setting.
.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
